The high price of smartphone with the rapid expansion of devices has been issued for a long time in Korea, leading to excessive competition in the handset subsidies of mobile communications market. The government has imposed suspensions on three major mobile service companies and implemented policies to regulate mobile handset subsidies. There are various stakeholder (policy participation groups) in the procedure of a regulatory policy formation of mobile handset subsidies. And the problems of mutual coordination of their opinions and distribution of their interest related to mobile handset subsidies are very complicated entangled. From this perspective, the study aims to analyze on the procedure of a regulatory policy to mobile handset subsidies in terms of policy network approach. For this purpose, the process of policy formation is divided into three phases; issuing on a policy agenda, being public of a policy agenda and formation of the policy alternative. The feature of policy actors in the stage of agenda issuing related to the device subsidies regulation is a clear distinction between the government sector and the non-governmental sector. However, in the step of public discussion of a policy agenda, a complex interaction among policy actors was founded without being separated by the public sector and non-governmental sector. Distinctively, mobile phone carriers as the key stakeholder have played a dual role in regulating mobile communications retailer and being subject to regulating by the government in the phase of agenda publicizing.

This study examines institutions and operations of public audit and public-interest audit from the governance perspective, and tries to provides future direction of change from the public interest perspective. Due to the limitations of the public-participant audit system centered around the Board of Audit and Inspection, many problems have been noticed. This paper analyzes these problems comprehensively and discusses measures to improvement. Communication between auditor and people being the focus, this paper provides valuable implications for suggesting a new national audit paradigm.

Parliamentary roles have increasingly grown in which legislative and institutional processes are being amended and rearranged to accomplish a mature democracy. The aim of this research is to analyse the problem of a policy coordination function that may stem from the committee-centred legislative process, and to seek improvements. For doing this, this research investigates the Finnish legislative processes that are operated through the committee-centred, and examines a policy coordination function of the Grand Committee. Some implications are drawn: firstly, the effort needs to be given for promoting more active civic-participation and transparent legislative process with utilizing the well-equipped ICT facilities; secondly, the operation of a policy coordination function through the establishment of an authoritative and consultative body like the Finnish Grand Committee is worth considering; and lastly, it is necessary to take extensive opinions and strengthen prior-consultation functions through the activation of a related-committee and the supplementation of the plenary committee.

The purpose of this study is to analyze factors influencing relations between collaborative governance and organizational performance in volunteer activities. In order to analyze, I categorize component of collaborative governance as influence factors into governance, administration, organizational autonomy, mutuality, norms and organizational performance into goal achievement, responsiveness, equity, efficiency. Using hierarchical regression analysis as methodology focusing on staffs of volunteer center, Policy implications are suggested as follows. first, to achieving goal needs that participatory making decision, complementarity, differing interests, trust is to be facilitated but reciprocity is to be lessened. second, facilitation of differing interests, trust and reduction of reciprocity is necessary in improving efficiency. third, for equity facilitation of differing interests, trust is strengthened but organizational self-interest, reciprocity should be lessened. fourth, for responsiveness facilitation of differing interests, trust is strengthened like equity, but common rule is lessened differently.

Creative economy refers to economic activity of creating jobs and boosting wealth by incorporating imagination, knowledge, and information into the overall industry. Creative industry means continuous generation of output produced in the process of or as a result of creative economic activity where the culture industry forms the core. The cultural contents generate not only economic value, but also socio-cultural meaning, identity, and value, by delivering the products and services coming from the combination of imagination, sensibility, artistic value, and view of values based on human creativity through media. The contents industry can be classified into broadcasting & image, games, movies, music, animation (cartoon), and publishing industry by genre. According to conceptual definition, cultural contents industry can be said to be at the core of creative economy. Efforts to foster the cultural contents have been fierce globally. From the leading countries of creative economy, i.e., England, the United States, and Germany to the neighboring Japan, diverse policies promoting cultural contents industry in the creative economy have been made where the governance cooperation was structuralized for the implementation of such policies. The United States promoted market competition by locating multiple independent institutes in entertainment industry while focusing on tax policy. England implemented policies that keep a distance from private sector such as Arm``s Length Policy and installed a governance cooperation called Ofcom to manage the policies. Japan has recently been promoting Cool Japan Policy aiming at the global growth of Japanese cultural contents, but its performance is not visible as of now. Nevertheless, while the policies are dispersed over multiple departments, the redundancy between related organizations and transfer of business were minimized through the policy. Germany, which has traditionally prepared specific policies at state government level, is reinforcing the power of central government. For example, social insurance policy, Concept 2000 Policy, and culture-creative industry project have been formed led by the central government. The implications that we can draw from the advanced countries are as follows. First, it is necessary for the government to introduce a long-distance type of policy that proposes only the policies regarding cultural contents, rather than intervening in the market. Second, it is necessary to install a conciliating organization like Ofcom in England that can mediate dualised political rights regarding cultural contents between the Ministry of Culture, Sports and Tourism and the Ministry of Science, ICT and Future Planning. Finally, considering the current situation of Korean cultural policy and structure of actual implementation, building cooperative governance centered at metropolitan government will be proper in order to simultaneously achieve the policies of supporting private sector as well as promotion policy.

This study focuses on the factors of success of NIMBY Facility siting. NIMBY Facility citing process would be considered to unravel a kind of tangled thread metaphorically. Several matters are discovered from the case study. Firstly, citizen participation, economic incentive, sympathy, and open mind of local government are the main factors of success of NIMBY Facility siting. Secondly, it should be considered to take facility siting such as the voluntary citing approach which is based on the local citizen’s own initiative to make sure procedure legitimacy. Thirdly, even taking the bottom-up approach it is necessary to consider regional characteristic. Fourthly, it is important to form task force team during the preparation stage of facility siting earlier. And then it necessary for TF team to prepare with open mind how to handle the citizen’s opposition and facility citing.

The Korean Government initiated a Volume-rate food waste disposal system nationwide starting June 1, 2013 after a three year demonstration project, for reducing the food waste and coping with Climate change and environmental crisis. Although the RFID system in early times contributed to reduce about 30∼40 percent of total food waste amount in 10 demonstration project local government, there has been an increase in amount of disposal food waste over time. The results find that residents at that first time had made efforts to reduce food waste through getting rid of the water from food waste and dried of the rind of fruits and vegetable wastes for concerning about a heavy cost burden on food waste emission, but they recognized there is little cost difference. The evidence indicates that food waste emission cost of eighty won per kilogram is too cheap to provide an economic incentive reducing food waste. This paper suggests that the Korean Government needs to take a comprehensive measure in order to reduce the growing amount of food waste successfully. Along with implementing the new system, the government also plans to conduct a national campaign aiming to improve Korean food culture. At the same time, It has to relieve local government financial burden for construction and operation of RFID facilities, to expand Polluters pay principle system, to activate private measuring method by RFID, and to strengthen the statistical and scientific RFID management function.

The government has taken ‘two-track’ approach about regulatory reforms in the safety sector since the Sewol ferry disaster, but the approach often was not clear to people from a practical view. And also, the existing studies on safety regulations did not provide a comprehensive and systematic framework for the reforms. In this context, this study aimed to explore regulatory reform policies more systematically and comprehensively for the health and safety sector. According to the analysis, in the area of substantial/responsive reforms, selective management is suggested, and the method and the criteria for selective management are introduced. Also in the area of procedural/responsive reforms, sunset laws for reviews, post-regulatory impact analysis and the procedures for selective management are suggested. In addition, in the area of substantial/proactive reforms, risk analysis and regulatory or non-regulatory alternatives are recommended, and finally, reframing the procedures for the regulatory review process and assessing unfunded mandate costs are recommended in the area of procedural/proactive reforms in the health and safety sector.

This study analyzes so called ‘good quality part-time employment’ policy by applying policy PR framework. The framework is a useful tool when it is applied to analyze policy processes: problem definition, goal setting, implementation, evaluation, and feedback. The role of policy PR is not limited to notify the result of decision-making anymore. The framework makes policy makers consider the way to deliver policy contents to policy target groups and forecast the change of their attitude in initial stage of policy planning. As a result, policy PR becomes more significant in policy processes. It is through policy PR framework that government can enhance policy target groups’ understanding and secure their compliance to the public policy. As this study shows, if government can determine particular target groups like companies, it would be meaningful to design PR plans aimed to secure compliance of the groups when policy plans are devised. In addition, this framework enables policy makers to grasp strong and/or weak points of existing implemented PR programs and therefore helps them to establish new PR policies.

The purpose of this study is to analyze the relationship between the participants in the various policy changes through the specific examples of the territory independent medical articles. To attain this end, the case will be analyzed in the dimensions of the ‘policy environment’, ‘policy network’ and ‘policy changes and institutionalization level’. The results are as follows. First, the policy environment dimension has undergone a tangible change process. For political environment, political system``s character, nature and role of political parties, and impending the major election. For economic, the overall economy and medical expenses and for social, urbanization, industrialization, the growth of the working class, a change in the medical population, and the rapid development of medical technology. Second, the policy network dimension level showed that the more the number of actors and higher the variety of the interest groups were, the interaction changed from vertical type to conflict/cooperative type and related structure was changed from convergent to scatter type. Third, the dimension of policy changes and institutionalization level has been changed according to the policy change.

The study aimed and planed to search for the effects of organization immersions and duty satisfactions, i.e., the organization effectiveness by organization cultures of public organizations, and the effects of organization cultures by leadership types from the cognition of public officials in Changwon city. To accomplish the aim, the study conducted literature investigations and positive researches. The study also settled the research hypotheses and the research model from these theoretical studies, and verified hypotheses by statistical methods. The results of organization cultures affected by leaderships were as in the followings. A hierarchical culture was affected by the intellectual stimulation of a revolutional leadership. An innovative culture was affected by the conditional compensation of a transactional leadership and the charisma of a revolutional leadership. A collusive culture was affected by the personal consideration of a revolutional leadership. Finally, a rationality culture was affected by the personal consideration and the revolutional leadership. The results of the organization effectiveness affected by the organization culture are as in the followings. The organization immersion was affected by the organization culture, i.e., a hierarchical culture, an innovative culture, and a collusive culture. The duty satisfaction was affected by the organization culture, i.e., an innovative culture and a collusive culture.
